Abstrak

Evaluasi terhadap kinerja guru difokuskan pada usaha untuk meningkatkan kinerja dan kualitas pembelajaran guru di sekolah dengan penilaian kinerja guru. Seperti yang dilakukan oleh Kepala SMA YPK dalam peningkatan kinerja guru salah satunya dengan perencanaan dan langkah strategis dalam penilaian kinerja guru model 360 derajat. Hal ini disebabkan model penilaian terdahulu belum maksimal dan terorganisir serta evaluasi yang belum optimal dalam kinerja maupun dari segi keterampilan mengelola kelas. Penelitian ini bertujuan untuk mendeskripsikan perencanaan strategis kepala sekolah, pengorganisasian, pelaksanaan, pengawasan, dan hambatan dalam Penilaian Kinerja Guru Model 360 Derajat di SMA YPK. Penelitian ini mengunakan pendekatan kualitatif. Teknik pengumpulan data dengan cara observasi, wawancara, dan dokumentasi. Teknik analisis data yang digunakan model Miles & Huberman, yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Temuan penelitian menunjukkan: 1) Perencanaan strategis kepala sekolah melalui mekanisme menyusun SOP penilaian kinerja guru model 360 derajat. 2) Menyusun instrumen penilaian kinerja guru. 3) Membentuk tim penilai. 4) Menyusun jadwal penilaian kinerja guru. 5) Melakukan sosialisasi pelaksanaan penilaian kinerja guru model 360 derajat. 6) Melaksanakan penilaian kinerja guru. 7) Evaluasi penilaian kinerja guru. Dari hasil tersebut, guru yang sudah melampaui kriteria tergolong kategori aman. Akan tetapi, ada beberapa guru yang masih membutuhkan bimbingan sehingga diprogramkan untuk mengikuti pelatihan, workshop, ataupun seminar. Hal ini guna meningkatkan kinerja dan kualitas mutu pembelajaran guru di sekolah agar mampu memperbarui, mengevaluasi, dan follow up dari pelaksanaan penilaian kinerja guru model 360 derajat. Penilaian kinerja guru model 360 derajat dapat menjadi strategi manajemen yang efektif untuk meningkatkan kualitas pendidikan karena mampu memberikan gambaran evaluasi yang lebih menyeluruh dan objektif dari berbagai perspektif. Oleh karena itu, penilaian ini dapat digunakan sebagai acuan dalam perumusan kebijakan evaluasi kinerja guru di seluruh lembaga pendidikan secara keseluruhan.

Evaluation of teacher performance is focused on the efforts to improve teacher performance and quality of learning in schools with teacher performance assessments. As carried out by the Principal of YPK High School in improving teacher performance, one of which is by planning strategic steps in the 360-degree teacher performance assessment model. This is because the previous assessment model has not been maximized and organized and the evaluation has not been optimized in terms of performance or in terms of class management skills.  This study aims to describe the principal's strategic planning, organization, implementation, supervision, and obstacles in the 360 Degree Teacher Performance Assessment Model at SMA YPK. This study uses a qualitative approach. Data collection techniques were obtained by observation, interview, and documentation. The data analysis technique used is the Miles & Huberman model, namely data collection, data reduction, data presentation, and drawing conclusions. The findings of the study indicate: 1) The principal's strategic planning through the mechanism of compiling SOPs for 360-degree teacher performance assessment models. 2) Compiling teacher performance assessment instruments. 3) Forming an assessment team. 4) Compiling a teacher performance assessment schedule. 5) Conducting socialization of the implementation of 360-degree teacher performance assessment models. 6) Implementing teacher performance assessments. 7) Evaluating teacher performance assessments. From these results, teachers who have exceeded the criteria are classified as safe. However, there are some teachers who still need guidance, so they are programmed to attend trainings, workshops, or seminars. This will improve the performance and quality of teacher learning in schools, so that they are able to update, evaluate, and follow up on the implementation of 360-degree teacher performance assessment models. The 360-degree teacher performance appraisal model can serve as an effective management strategy to improve the quality of education, as it provides a more comprehensive and objective evaluation from various perspectives. Therefore, this assessment can be used as a reference in formulating teacher performance evaluation policies across all educational institutions.
