PERAN KODE ETIK POLRI DALAM PELAYANAN MASYARAKAT

Abstrak

Dalam negara hukum, masyarakat tidak bisa lepas dari hukum dan keberadaan lembaga penegak hukum. Aparat penegak hukum merupakan bagian dari lembaga hukum yang sesuai dengan sistem hukum dan prinsip peradilan negara. Polisi merupakan lembaga penegak hukum yang senantiasa melindungi dan melayani masyarakat. Namun hal tersebut bukan perkara mudah karena polisi terkadang mendapat tanggapan negatif dari warga. Hal ini menyebabkan polisi melanggar aturan yang tertuang dalam etika profesi kepolisian. Dengan adanya peran kode etik pada anggota polri dalam pelayanan masyarakat atau di sebut dengan pelayanan publik, anggota polri dapat menjalankan tugasnya dengan baik serta dapat bertanggung jawab. Karena kebanyakan dari anggota polri ada beberapa anggota polri yang melanggar peran atau tugas yang diberikan sesuai dengan standar operasional (SOP). Dengan adanya jurnal ini ingin mengkaji peran kode etik dalam meningkatkan kualitas pelayanan masyarakat oleh anggota Polri melalui metode studi literatur. Penelitian studi literatur penggunaan metode pengumpulan data atau berbagai informasi yang diperoleh dari perpustakaan (buku, ensiklopedia, jurnal ilmiah, surat kabar, terbitan berkala, dokumen, dan lain-lain) untuk mengembangkan topik penelitian yang berkaitan dengan penelitian. Hasil yang di dapat dalam penelitian ini adalah meskipun mendapatkan sebuah tantangan seperti sudut pandang negatif masyarakat dan dinamika sosial mempengaruhi penerapan kode etik, peningkatan moral dan profesionalisme aparat kepolisian diharapkan dapat merubah persepsi positif masyarakat terhadap polisi. Ini melibatkan peningkatan responsivitas, keprofesionalan, transparansi, dan infrastruktur layanan polisi, yang pada gilirannya akan meningkatkan kepuasan masyarakat terhadap kinerja polisi serta meningkatkan kepercayaan masyarakat terhadap institusi kepolisian.

In a state governed by law, society cannot be separated from the law and the existence of law enforcement agencies. Law enforcement officers are part of legal institutions that are in accordance with the state's legal system and judicial principles. The police are a law enforcement agency that always protects and serves the community. However, this is not an easy matter because the police sometimes receive negative responses from residents. This causes the police to violate the rules contained in the police professional ethics. With the role of a code of ethics for police members in community service or what is known as public service, police members can carry out their duties well and be responsible. Because most of the police members there are some police officers who violate the roles or tasks assigned in accordance with operational standards (SOP). With this journal, we want to examine the role of the code of ethics in improving the quality of community service by members of the National Police through literature study methods. Literature study research uses data collection methods or various information obtained from libraries (books, encyclopedias, scientific journals, newspapers, periodicals, documents, etc.) to develop research topics related to research. The results obtained in this research are that despite facing challenges such as negative community perspectives and social dynamics influencing the implementation of the code of ethics, increasing the morale and professionalism of police officers is expected to change the community's positive perception of the police. This involves improving the responsiveness, professionalism, transparency and infrastructure of police services, which in turn will increase public satisfaction with police performance and increase public trust in police institutions.
