Education is a fundamental right of every citizen and plays an important role in improving the quality of human resources and national progress. In its development, educational policy in Indonesia, particularly Islamic education, has undergone various dynamics from the Old Order, the New Order, to the Reform Era. During the New Order era, Islamic education was still positioned separately from the national education system and tended to receive less attention. The enactment of the National Education System Law (UU Sisdiknas) No. 2 of 1989 and its revision through UU Sisdiknas No. 20 of 2003 became important steps in integrating Islamic education into the national education system and providing broader opportunities for its development. This study aims to examine the definition of educational policy, the aspects contained in educational policy, and the stages of problem formulation in the analysis of Islamic education policy.This study uses a library research method with a qualitative descriptive approach. Data collection techniques were carried out through the review of various sources, such as books, journals, literature, notes, and documents related to Islamic education and Islamic education policy. The collected data were then analyzed descriptively to describe conditions and phenomena related to Islamic education policy.The results of the study indicate that educational policy serves as a guideline in educational decision-making, which is formulated based on objectives, students’ needs, and the social conditions of society. Educational policy must also be based on the principles of efficiency, democracy, openness, and supported by research and development in order to be effectively implemented. In the analysis of Islamic education policy, the stage of problem formulation becomes an important part because it determines the direction of the policy to be taken. These stages include problem formulation, policy agenda setting, selection of policy alternatives, and policy determination. With appropriate policy formulation, Islamic education policy is expected to be implemented more effectively, remain relevant to the development of the times, and continue to be based on Islamic values.
