Abstrak

Penelitian ini bertujuan untuk menganalisis pelaksanaan collaborative governance dalam penanganan amblasnya Jembatan Oelamasi 1 di Kabupaten Kupang, Provinsi Nusa Tenggara Timur, yang terjadi pada tanggal 25–26 Maret 2026. Kerusakan jembatan yang merupakan bagian dari jalur Trans Timor tersebut mengakibatkan terputusnya akses transportasi dan berdampak luas terhadap mobilitas masyarakat, distribusi logistik, serta aktivitas ekonomi di Pulau Timor. Penelitian ini menggunakan pendekatan kualitatif dengan jenis studi kasus, mengacu pada model collaborative governance Ansell dan Gash (2008). Data diperoleh melalui studi dokumentasi dari pemberitaan media daring, laporan pemerintah, dan pernyataan resmi instansi terkait, kemudian dianalisis menggunakan model Miles, Huberman, dan Saldaña dengan triangulasi sumber. Hasil penelitian menunjukkan bahwa penanganan bencana infrastruktur ini melibatkan tujuh aktor utama, yaitu BPJN NTT, Pemerintah Provinsi NTT, Dinas PUPR Provinsi NTT, Pemerintah Kabupaten Kupang, Kepolisian, TNI, dan masyarakat, dengan pembagian peran yang relatif jelas sesuai kewenangan masing-masing. Kolaborasi diwujudkan melalui koordinasi lapangan, mobilisasi sumber daya, dan dukungan operasional bersama. Faktor pendukung meliputi respons cepat antarinstansi, kejelasan kewenangan teknis, dan partisipasi masyarakat, sedangkan faktor penghambat mencakup keterbatasan kapasitas jalur alternatif, belum adanya rencana kontingensi bersama, dan koordinasi awal yang bersifat reaktif. Penelitian ini menyimpulkan bahwa collaborative governance cukup efektif dalam penanganan darurat, namun memerlukan penguatan mekanisme koordinasi pra-bencana untuk meningkatkan efektivitas penanganan bencana infrastruktur pada masa mendatang.

This study aims to analyze the implementation of collaborative governance in the emergency response to the collapse of Oelamasi Bridge 1 in Kupang Regency, East Nusa Tenggara Province, which occurred on March 25–26, 2026. The collapse of this bridge, a critical segment of the Trans Timor corridor, severed transportation access and had a widespread impact on community mobility, logistics distribution, and economic activities across Timor Island. A qualitative approach with a case study design was employed, drawing on the collaborative governance model proposed by Ansell and Gash (2008). Data were gathered through document analysis of online news coverage, government reports, and official statements from relevant agencies, and were subsequently analyzed using the Miles, Huberman, and Saldaña framework with source triangulation. Findings reveal that seven key actors were involved—BPJN NTT, the Provincial Government of NTT, the NTT Provincial Public Works Department, Kupang Regency Government, the National Police, the Indonesian Armed Forces, and the community—each with clearly delineated roles aligned with their respective authorities. Collaboration was manifested through direct field coordination, resource mobilization, and joint operational support. Enabling factors included rapid inter-agency response, clear technical authority, and community participation, while constraining factors encompassed limited capacity of alternative routes, the absence of a joint contingency plan, and an initially reactive coordination pattern. This study concludes that collaborative governance was sufficiently effective in managing the emergency response; however, strengthening pre-disaster coordination mechanisms is essential to improving the effectiveness of infrastructure disaster management in the future
