PERAN BADAN PERMUSYAWARATAN DESA (BPD) DALAM MENJALANKAN FUNGSI LEGISLASI DI DESA SULENGWASENG KECAMATAN SOLOR SELATAN KABUPATEN FLORES TIMUR

Penelitian ini bertujuan untuk menganalisis peran Badan Permusyawaratan Desa (BPD) dalam menjalankan fungsi legislasi di Desa Sulengwaseng, Kecamatan Solor Selatan, Kabupaten Flores Timur. Fungsi legislasi BPD dikaji melalui tiga aspek, yaitu menampung dan menyalurkan aspirasi masyarakat, membahas dan menyepakati Rancangan Peraturan Desa (Raperdes), serta mengawasi kinerja kepala desa. Penelitian menggunakan metode kualitatif deskriptif dengan sepuluh informan yang dipilih secara purposive, terdiri atas kepala desa, anggota BPD, tokoh masyarakat, tokoh adat, pengurus karang taruna, dan ketua kelompok perempuan. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi, kemudian dianalisis dengan teknik reduksi data, penyajian data, dan penarikan kesimpulan model Miles dan Huberman. Hasil penelitian menunjukkan bahwa BPD telah konsisten hadir dan terlibat dalam Musyawarah Dusun dan Musyawarah Desa, tetapi belum proaktif menjaring aspirasi di luar forum resmi maupun mendokumentasikannya secara sistematis. Pada aspek legislasi, seluruh Raperdes periode 2022–2025 berasal dari inisiatif Pemerintah Desa, sementara BPD baru berperan pada tahap pembahasan dan persetujuan, belum menyusun maupun memberikan koreksi substantif. Fungsi pengawasan kinerja kepala desa juga masih bersifat informal dan belum didukung dokumen monitoring maupun evaluasi tertulis. Penelitian ini menyimpulkan bahwa fungsi legislasi BPD Desa Sulengwaseng belum berjalan optimal dan masih bersifat reaktif, sehingga penguatan kapasitas kelembagaan BPD menjadi kebutuhan yang mendesak.
This study analyzes the role of the Village Consultative Body (Badan Permusyawaratan Desa/BPD) in carrying out its legislative function in Sulengwaseng Village, Solor Selatan Subdistrict, East Flores Regency. The legislative function is examined through three dimensions: collecting and channeling community aspirations, discussing and approving Village Regulation Drafts (Raperdes), and supervising the village head's performance. A descriptive qualitative method was applied, involving ten purposively selected informants comprising the village head, BPD members, a community leader, a customary leader, a youth-organization representative, and a women's-group leader. Data were gathered through observation, interviews, and documentation, then analyzed following Miles and Huberman's procedure of data reduction, data display, and conclusion drawing. The findings show that BPD consistently attends Hamlet and Village Deliberation forums but has not proactively sought aspirations outside formal meetings or documented them systematically. Regarding the legislative process, every Raperdes enacted between 2022 and 2025 originated from the village government, while BPD's involvement was limited to discussion and approval rather than drafting or substantive correction. Supervision of the village head's performance also remains informal and is not supported by written monitoring or evaluation reports. The study concludes that BPD's legislative function in Sulengwaseng Village has not been carried out optimally and remains reactive rather than proactive, indicating an urgent need to strengthen BPD's institutional capacity.
