IMPLEMENTASI REFORMASI BIROKRASI DALAM MEWUJUDKAN TATA KELOLA PEMERINTAHAN YANG BAIK (GOOD GOVERNANCE)

Abstrak

Reformasi birokrasi merupakan upaya sistematis, terpadu, dan komprehensif untuk membangun tata kelola pemerintahan yang baik (good governance). Artikel ini menggunakan pendekatan kualitatif dengan studi kepustakaan untuk menganalisis konsep, prinsip, serta implementasi reformasi birokrasi dalam konteks Indonesia. Reformasi birokrasi diarahkan pada peningkatan kualitas pelayanan publik, penegakan hukum, akuntabilitas, serta pemberantasan praktik korupsi, kolusi, dan nepotisme. Good governance dipahami sebagai penyelenggaraan pemerintahan yang transparan, partisipatif, responsif, dan berorientasi pada konsensus, dengan dukungan kepemimpinan visioner, kekuatan masyarakat sipil, serta kapasitas teknis aparatur. Hasil kajian menunjukkan bahwa keberhasilan reformasi birokrasi sangat bergantung pada komitmen pemerintah dalam membangun birokrasi yang profesional, bersih, dan berintegritas, sehingga mampu mewujudkan tata kelola pemerintahan yang efektif, efisien, dan berkeadilan.

Bureaucratic reform is a systematic, integrated, and comprehensive effort to build good governance. This article uses a qualitative approach with a literature study to analyze the concept, principles, and implementation of bureaucratic reform in the Indonesian context. Bureaucratic reform is aimed at improving the quality of public services, law enforcement, accountability, and the eradication of corruption, collusion, and nepotism. Good governance is understood as transparent, participatory, responsive, and consensus-oriented governance, supported by visionary leadership, the strength of civil society, and the technical capacity of the apparatus. The results of the study indicate that the success of bureaucratic reform is highly dependent on the government's commitment to building a professional, clean, and integrity-based bureaucracy, thereby achieving effective, efficient, and equitable governance.
