PERAN KOMITE SEKOLAH DALAM IMPLEMENTASI MANAJEMEN BERBASIS SEKOLAH DI SDN 1 KANOMAN

Penelitian ini bertujuan untuk menganalisis peran Komite Sekolah dalam implementasi Manajemen Berbasis Sekolah (MBS) di SDN 1 Kanoman. Manajemen Berbasis Sekolah merupakan pendekatan pengelolaan pendidikan yang memberikan otonomi lebih luas kepada sekolah dengan menekankan prinsip partisipasi, transparansi, dan akuntabilitas dalam rangka meningkatkan mutu pendidikan. Keberhasilan penerapan MBS sangat dipengaruhi oleh keterlibatan berbagai pemangku kepentingan, salah satunya adalah Komite Sekolah sebagai representasi partisipasi masyarakat. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan studi dokumentasi dengan informan utama kepala sekolah, guru, dan pengurus komite sekolah. Analisis data dilakukan melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan, sedangkan keabsahan data diuji menggunakan triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa peran Komite Sekolah di SDN 1 Kanoman telah dilaksanakan melalui empat fungsi utama, yaitu sebagai badan pertimbangan (advisory agency), pendukung (supporting agency), pengontrol (controlling agency), dan mediator (mediating agency). Namun demikian, pelaksanaannya belum sepenuhnya optimal. Peran komite masih lebih dominan pada aspek administratif dan dukungan pendanaan, sementara fungsi pengawasan, evaluasi mutu pendidikan, serta pemberian pertimbangan strategis masih perlu ditingkatkan. Faktor pendukung pelaksanaan peran komite meliputi hubungan yang cukup baik antara sekolah dan komite, sedangkan faktor penghambatnya antara lain keterbatasan pemahaman anggota komite terhadap konsep MBS dan kurangnya pembinaan berkelanjutan. Penelitian ini merekomendasikan penguatan sinergi antara sekolah dan komite melalui peningkatan komunikasi, sosialisasi, dan pelatihan agar implementasi MBS dapat berjalan lebih efektif dan berkelanjutan.
This study aims to analyze the role of the School Committee in the implementation of School-Based Management (SBM) at SDN 1 Kanoman. School-Based Management is an educational management approach that provides greater autonomy to schools by emphasizing the principles of participation, transparency, and accountability to improve the quality of education. The success of SBM implementation is greatly influenced by the involvement of various stakeholders, one of which is the School Committee as a representative of community participation. This study uses a qualitative approach with a descriptive research type. Data collection techniques were carried out through in-depth interviews, observations, and documentation studies with key informants, namely the principal, teachers, and school committee administrators. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions, while data validity was tested using source and technique triangulation. The results of the study indicate that the role of the School Committee at SDN 1 Kanoman has been implemented through four main functions, namely as an advisory agency, supporting agency, controlling agency, and mediating agency. However, its implementation has not been fully optimal. The committee's role is still more dominant in administrative aspects and financial support, while the functions of supervision, evaluation of educational quality, and providing strategic considerations still need to be improved. Supporting factors for the implementation of the committee's role include a fairly good relationship between the school and the committee, while inhibiting factors include the committee members' limited understanding of the SBM concept and the lack of ongoing guidance. This study recommends strengthening the synergy between the school and the committee through increased communication, outreach, and training so that the implementation of SBM can run more effectively and sustainably.
