ANALISIS EFEKTIVITAS MANAJEMEN RISIKO DALAM PEKERJAAN PERKERASAN ASPAL PANAS (CAMPURAN ASPAL PANAS/HOTMIX) DI JALAN POROS PINRANG–PERBATASAN SULAWESI BARAT

Penelitian ini bertujuan untuk menganalisis pelaksanaan manajemen risiko, mengevaluasi efektivitas penerapan manajemen risiko, serta mengidentifikasi risiko yang timbul pada pekerjaan perkerasan aspal panas (hotmix) di Jalan Poros Pinrang–Perbatasan Sulawesi Barat. Penelitian menggunakan pendekatan kuantitatif dengan jenis penelitian evaluatif dan eksplanatori. Data diperoleh melalui penyebaran kuesioner kepada 20 responden yang terlibat langsung dalam proyek, observasi lapangan, dan studi dokumentasi. Analisis data dilakukan menggunakan statistik deskriptif, skala Likert, uji validitas dan reliabilitas instrumen, serta analisis tingkat risiko berdasarkan nilai probabilitas dan dampak (Risk Score). Hasil penelitian menunjukkan bahwa penerapan manajemen risiko pada pekerjaan perkerasan aspal telah terlaksana dengan cukup baik, namun belum sepenuhnya optimal. Nilai efektivitas manajemen risiko sebesar 55,52%, sehingga termasuk dalam kategori cukup efektif. Beberapa risiko masih berada pada kategori High Risk, sehingga memerlukan pengendalian yang berkelanjutan. Risiko dominan yang teridentifikasi meliputi ketidakpatuhan penggunaan Alat Pelindung Diri (APD), risiko tertabrak kendaraan proyek maupun lalu lintas umum, paparan aspal panas, paparan debu dan kebisingan, serta kecelakaan akibat pengoperasian alat berat. Kondisi tersebut menunjukkan bahwa masih diperlukan peningkatan pengawasan terhadap pelaksanaan prosedur keselamatan kerja di lapangan. Oleh karena itu, peningkatan pelatihan keselamatan kerja, pengawasan yang lebih intensif, serta komitmen seluruh pihak yang terlibat diperlukan untuk meminimalkan risiko, meningkatkan keselamatan kerja, dan mendukung keberhasilan pelaksanaan proyek.
This study aims to analyze the implementation of risk management, evaluate the effectiveness of its implementation, and identify the risks arising in hot mix asphalt pavement works on the Pinrang–West Sulawesi Border Road. This study employed a quantitative approach with an evaluative and explanatory research design. Data were collected through questionnaires distributed to 20 respondents directly involved in the project, field observations, and documentation studies. Data were analyzed using descriptive statistics, a Likert scale, validity and reliability tests, and risk level analysis based on probability and impact values (Risk Score). The results indicate that risk management in hot mix asphalt pavement works has been implemented fairly well but has not yet reached an optimal level. The effectiveness of risk management was 55.52%, indicating that it falls into the fairly effective category. Several risks remain in the High Risk category and therefore require continuous control measures. The dominant risks identified include non-compliance with the use of Personal Protective Equipment (PPE), accidents involving project vehicles and public traffic, exposure to hot asphalt, dust and noise exposure, and accidents caused by heavy equipment operations. These findings indicate that stronger supervision of occupational safety procedures is still required during project implementation. Therefore, improving occupational safety training, strengthening field supervision, and enhancing the commitment of all stakeholders are essential to minimize risks, improve occupational safety, and support the successful completion of the project.
