Abstrak

Penelitian ini bertujuan untuk menganalisis pengaruh manajemen kinerja dan pengembangan sumber daya manusia terhadap kualitas sumber daya manusia di lingkungan Pemerintah Kota Medan. Dalam era reformasi birokrasi dan tuntutan peningkatan kinerja aparatur sipil negara, pengelolaan sumber daya manusia secara strategik menjadi faktor kunci dalam mewujudkan organisasi publik yang profesional, efektif, dan berorientasi pada pelayanan masyarakat. Pendekatan penelitian yang digunakan adalah pendekatan kuantitatif dengan metode survei. Teknik pengumpulan data dilakukan melalui penyebaran angket kepada 30 responden yang merupakan aparatur di lingkungan Pemerintah Kota Medan. Instrumen penelitian disusun menggunakan skala Likert dan telah melalui uji validitas dan reliabilitas untuk memastikan kelayakan instrumen. Data yang diperoleh dianalisis menggunakan analisis regresi linear berganda dengan bantuan perangkat lunak SPSS. Hasil penelitian diharapkan dapat menunjukkan bahwa manajemen kinerja dan pengembangan sumber daya manusia memiliki pengaruh positif dan signifikan terhadap kualitas sumber daya manusia, baik secara parsial maupun simultan. Temuan ini diharapkan dapat memberikan kontribusi teoritis dalam pengembangan kajian manajemen sumber daya manusia strategik serta kontribusi praktis bagi pemerintah daerah dalam merumuskan kebijakan pengelolaan SDM yang lebih efektif dan berkelanjutan.

This study aims to analyze the effect of performance management and human resource development on the quality of human resources within the Medan City Government. In the context of public sector organizations, improving the quality of human resources is a strategic necessity to enhance organizational performance and public service delivery. Performance management and human resource development are considered key strategic human resource management practices that contribute significantly to improving employee competence, professionalism, and work effectiveness. This research employs a quantitative approach using a survey method. Data were collected through questionnaires distributed to 30 employees working in the Medan City Government. The research instrument was developed based on indicators of performance management, human resource development, and human resource quality, measured using a Likert scale. The collected data were analyzed using statistical techniques with the assistance of SPSS software, including validity testing, reliability testing, classical assumption testing, multiple linear regression analysis, and hypothesis testing. The results of the analysis indicate that performance management has a positive and significant effect on the quality of human resources. Human resource development also shows a positive and significant effect on the quality of human resources. Simultaneously, performance management and human resource development significantly influence the quality of human resources within the Medan City Government. These findings suggest that the effective implementation of performance management systems and continuous human resource development programs plays an essential role in improving the quality of government employees. This study is expected to contribute both theoretically and practically to the field of strategic human resource management, particularly in the public sector, by providing empirical evidence on the importance of integrating performance management and human resource development to enhance human resource quality.
