ANALISIS FAKTOR PENYEBAB DAN DAMPAK MUTASI GURU DALAM LINGKUP PEMERINTAH DAERAH

Mutasi guru merupakan bagian dari manajemen kepegawaian Aparatur Sipil Negara (ASN) yang bertujuan untuk menciptakan efisiensi dan efektivitas dalam penyelenggaraan pendidikan. Penelitian ini menggunakan metode deskriptif kualitatif melalui studi literatur dan wawancara dengan pihak-pihak terkait. Hasil kajian menunjukkan bahwa faktor utama penyebab mutasi guru meliputi ketimpangan distribusi guru, keinginan pribadi guru, regulasi dan promosi jabatan, serta kinerja guru yang dianggap menurun. Dampak dari mutasi guru memiliki dua sisi. Dampak positif mencakup peningkatan semangat kerja, motivasi, dan peluang pengembangan karir. Sebaliknya, dampak negatif mencakup stres kerja, beban psikologis, serta penurunan efektivitas pembelajaran akibat ketidaksiapan guru dalam menghadapi lingkungan baru. Temuan ini menunjukkan pentingnya pelaksanaan mutasi guru yang berbasis pada prinsip meritokrasi, transparansi, dan komunikasi yang baik antara pemangku kepentingan, serta memperhatikan kesejahteraan guru, kebutuhan sekolah, dan pengembangan profesionalisme secara berkelanjutan.
Teacher transfers are part of the management of State Civil Apparatus (ASN) personnel which aims to create efficiency and effectiveness in the implementation of education. This study uses a qualitative descriptive method through literature studies and interviews with related parties. The results of the study indicate that the main factors causing teacher transfers include inequality in teacher distribution, personal desires of teachers, regulations and job promotions, and teacher performance which is considered to have declined. The impact of teacher transfers has two sides. Positive impacts include increased work enthusiasm, motivation, and career development opportunities. Conversely, negative impacts include work stress, psychological burden, and decreased learning effectiveness due to teacher unpreparedness in facing a new environment. These findings indicate the importance of implementing teacher transfers based on the principles of meritocracy, transparency, and good communication between stakeholders, as well as paying attention to teacher welfare, school needs, and sustainable professional development.
